That could actually be done without much expense. You'd need a relay, a microphone, and some circuitry for beat detection (which would be the tricky part, but it could be done). It would only work with music having a pronounced beat, and it would have to revert to factory behavior if a beat isn't detected -- which complicates things a bit, because it would need to "know" when it's not waiting for the next beat any longer.

When you figure out how to get the blinker thing working - please let me know!
